Request for Proposals Ennen-Morris and Radar Hill Drainage Basin Design Plan

The City of Rapid City (in partnership with Pennington County) is seeking a qualified engineering firm to develop a comprehensive Drainage Basin Design Plan (DBDP) for the Ennen‑Morris and Radar Hill basins. The consultant will perform both preliminary and final design services, including basin delineation, hydrologic and hydraulic modeling (HEC‑HMS), storm‑water quality treatment design, cost estimating, right‑of‑way analysis, and preparation of detailed maps and reports. The work will support future development and storm‑water management across city and county jurisdictions. • Scope includes data collection, GIS analysis, field surveys, and digital elevation modeling using LiDAR. • Deliverables: Draft DBDP (by March 29 2027), Final DBDP (by May 17 2027), and 100 % complete package (by June 28 2027). • Required expertise: civil/structural engineering, storm‑water hydraulics, GIS, and cost estimation. • Interviews scheduled for October 8 2026; proposals due September 8 2026, 2:00 pm MDT. • Minimum $1 M professional liability insurance required; all work performed under City’s standard professional services agreement.
