The project will incorporate high‑density residential units, ground‑floor commercial amenities, storm‑water infrastructure, and public‑space requirements, all while leveraging public incentives such as tax abatements, Opportunity Zone benefits, and potential HUD or NMTC financing. The selected proposer will submit a comprehensive technical and financial package, including a 10‑year pro‑forma, market analysis, and evidence of financial capacity, and will negotiate a Development Agreement with the City.
• Provide a master plan and site design that meets R4 High‑Density Residential zoning and TOD overlay standards (mass, height, setbacks, parking, open‑space).
• Deliver a detailed financial proposal with budget, sources & uses, and financing strategy, including equity and debt commitments.
• Supply a market analysis, lender support letters, equity commitment letters, and audited financial statements to demonstrate capacity.
• Address storm‑water management for the existing NICTD Pond #3 via underground vaults or pre‑engineered chambers.
• Align development with the Hammond Gateway TOD Strategic Implementation Plan and generate tax‑increment revenue for the Transit Development District.
