Pre-Solicitation Notice with Intent to Sole Source R&D Technology Support Services - Care Coordination and Passive Mobile Data Monitoring

The Veterans Health Administration (VHA) seeks to award a sole‑source, firm‑fixed‑price contract to Vertical Design, Inc. for the development, deployment, and maintenance of a mobile application and supporting server infrastructure that will be used in a four‑year, multi‑site clinical trial evaluating a Care Coordination Mobile (CCM) intervention for veterans with serious mental illness. The contractor will work remotely, following an agile development process, to integrate wearable data, geolocation, push notifications, survey modules, and an administrative dashboard, while ensuring compliance with VA regulations, Section 508, ADA, and VA style guides. The effort includes a one‑year base period with three optional one‑year extensions. • Develop and maintain a cross‑platform mobile app (iOS/Android) and server components. • Integrate Garmin (or similar) wearable data via OAuth 2.0 APIs. • Implement geolocation tracking, push notifications, and secure messaging. • Build a survey module and a role‑based web dashboard for clinicians. • Conduct testing, security audits, and ongoing maintenance for app stores and cloud infrastructure. • Deliver documentation for all tasks and provide regular sprint reviews with the principal investigator.
