Energy Infrastructure Feasibility and Procurement Advisory Services

The Port San Luis Harbor District is seeking an experienced energy consulting team to conduct a comprehensive feasibility study of renewable and storage options for its facilities. The consultant will evaluate technical, financial, regulatory, and resilience aspects of solar PV, battery storage, EV charging, microgrids, and related technologies, and will develop a prioritized implementation roadmap and procurement strategy. • Scope covers baseline energy use analysis, site assessments, utility/interconnection review, technology screening, resilience planning, financial modeling, incentive/funding identification, and ownership/financing alternatives. • Deliverables include a draft and final feasibility study, financial models, incentive analysis, procurement recommendations, and presentations to district staff/commission. • Timeline: proposals due Oct 9 2026; award expected late Oct 2026; feasibility work to be completed within ~4‑6 months after notice to proceed. • Required qualifications: experience with distributed energy resources, solar‑plus‑storage, microgrids, public‑sector energy projects, California incentives, and procurement of energy infrastructure.
