The Defense Logistics Agency (DLA) Aviation is issuing a 100 % small‑business set‑aside RFP for an indefinite‑delivery‑indefinite‑quantity (IDIQ) contract to provide end‑to‑end supply‑chain management, engineering oversight, quality assurance, and procurement of landing‑gear spare parts (both consumables and depot‑level reparables) for USAF aircraft. The contract will be a single‑award, firm‑fixed‑price IDIQ with a five‑year base period and a single five‑year option (total performance up to ten years). The contractor must meet AS‑9100 certification, handle electronic data interchange (EDI) orders, manage forging‑die and DMSMS/obsolescence programs, and comply with extensive cybersecurity and CMMC requirements. Key performance metrics include 95 % on‑time delivery for DLA‑managed parts and 90 % on‑time delivery for USAF‑managed parts, with incentives/penalties tied to delivery performance.
• Provide supply‑chain management, engineering, and quality‑assurance services for ~2,800 NIINs of landing‑gear components.
• Meet strict on‑time‑delivery targets (≥95 % DLA, ≥90 % USAF) and reduce production lead times by at least 25 %.
• Deliver under a single‑award IDIQ (5‑yr base + 5‑yr option) with a $10 M minimum guarantee and per‑order limits of $1 K‑$10 M.
• Must maintain AS‑9100/ISO‑9001 certification, comply with CMMC, and handle all orders via DoD EDI (850/856/997) transactions.
