Commissary Services for Pierce County Corrections

Pierce County is seeking a vendor to provide commissary services for the Correctional Facilities at the Pierce County Jail. The selected vendor will be responsible for providing a weekly commissary service, operating and managing the service at a location mutually agreed upon by the County and the vendor, and delivering orders to the Jail once per week. The vendor must also provide a system for inmates to purchase phone time and allow for the deposit of funds into inmate accounts via various channels. The contract is expected to be for 12 months, with the option to renew for up to four additional one-year terms. The total value of the procurement is $760,770. • The vendor must provide religious products, including Halal and Kosher foods and specified religious items. • The vendor must have a system for tracking inmate commissary history and indigent purchases. • The vendor must provide a Spillman Integration solution or equivalent. • The vendor must ensure that all food and beverage items arrive prior to expiration and are packaged in clear sealed plastic bags. • The vendor must have a contingency plan for maintaining uninterrupted commissary services during lockdowns, strikes, riots, fires, power failures, or other operational disruptions.
