FY26 MIECHV RFP Solicitation

The Colorado Department of Early Childhood (CDEC) is seeking a vendor to provide Maternal Infant Early Childhood Home Visiting (MIECHV) services through the Home Instruction for Parents of Preschool Youngsters (HIPPY) program. The program aims to provide pregnant women and families, particularly those considered at-risk, with the necessary resources and skills to raise physically, socially, and emotionally healthy and ready-to-learn children. The vendor will be responsible for recruiting and maintaining a minimum caseload of families, delivering the HIPPY Home Visit Program to fidelity, and ensuring each family receives 30 weekly family-centered visits throughout the program year. The vendor will also be required to collect, enter, and report MIECHV service, staffing, benchmark, and demographic data into Visit Tracker and monthly data report templates. Some key tasks and deliverables include: • Recruiting and retaining MIECHV HIPPY eligible families • Providing voluntary HIPPY home visits and services for the funded caseload of families • Implementing the HIPPY Home Visit Program to fidelity • Submitting accreditation program review to HIPPY US and Parent Possible • Engaging in Continuous Quality Improvement (CQI) initiatives to enhance and improve program outcomes • Collecting, entering, and reporting MIECHV performance data • Ensuring qualified staff are hired, trained, and supported to deliver MIECHV services • Providing referrals to internal and external resources as needed • Maintaining compliance with federal regulations and MIECHV requirements.
