Homeownership Education Counseling (Pre- and Post-Home Purchase) and Foreclosure Prevention Counseling Services

The City of St. Petersburg is seeking a HUD‑certified nonprofit to deliver comprehensive homebuyer education, pre‑ and post‑purchase counseling, and foreclosure‑prevention services to low‑ and moderate‑income residents. The contractor will conduct neighborhood outreach, an eight‑hour HUD‑compliant education course, one‑on‑one counseling, and ongoing support, including assistance with the City’s down‑payment and closing‑cost programs. Services must be provided in English and Spanish, both in‑person and virtually, and must comply with HUD, ADA, and local reporting requirements. The initial contract term is three years with a possible two‑year renewal.
