Description

The Washington State Department of Ecology is seeking a qualified contractor to develop a Draft Programmatic Environmental Impact Statement (PEIS) for Battery Energy Storage Systems (BESS) across the state. The effort includes authoring the main PEIS report and producing 18 technical appendices covering alternatives analysis, mitigation measures, fire safety, air quality, and public participation. The contractor will act as the primary author, collaborate with Ecology on alternatives development, and design a public participation plan that includes hearings, tribal forums, and stakeholder outreach. The contract is a lump‑sum award with an estimated value of $1 million, and bids must be submitted by 4 PM on September 11 2026. • Deliver a Draft PEIS (primary author) plus 18 technical appendices. • Provide expertise on lithium‑ion BESS, fire/thermal‑runaway, air‑quality, and emergency‑response considerations. • Develop and execute a public participation plan (hearings, tribal forums, developer meetings). • Submit a detailed budget breakdown; contract is lump‑sum, with optional prompt‑payment discount. • Must meet MWBE participation, small‑business/veteran‑business, and workers‑rights certification requirements.

Budget estimate

$900,000 – $1,200,000

The solicitation lists an Estimated Initial Contract Value of $1,000,000, indicating the agency’s budget ceiling. Considering typical professional‑services mark‑ups, possible variations in scope, and potential optional prompt‑payment discounts, a realistic earnings range would be roughly $900,000 on the low end (if the contractor submits a competitive bid) up to $1,200,000 on the high end (if additional reimbursable expenses or scope expansions are approved).
