Description:
The City of Rapid City is seeking bids for the transportation of natural gas for The Monument, specifically for the City/School Common Energy Plant, Stevens High School Boiler Plant, and Southwest Middle School. The contract will be for a period of one year, starting from June 1, 2026, and ending on June 1, 2027. The bidder must provide a unit price for the transportation of natural gas, which will be based on the Inside FERC Gas Market Report FOM CIG, Rockies Index (CIG) price plus/minus a monetary amount/MMBtu. The bidder must also provide a Gas Sales Agreement or NAESB agreement signed by the Seller's representative. Some key points to consider include: • The point of delivery shall be the interconnect city gate between the WBI pipeline system and the MDU distribution system located at Rapid City, South Dakota. • The receipt points shall be the City/School Common Energy Plant, Stevens High School Boiler Plant, and Southwest Middle School. • The bidder must nominate and balance the quantity of natural gas to be delivered to the Buyer's receipt points for the following day. • The bidder must provide a separate statement for each of the receipt points listed, which shall include an itemized current monthly charge that separately lists the IFERC FOM CIG Index price, quantity and cost of the natural gas delivered, and cost of transporting the gas.

Budget Estimate (AI):

$100,000 – $200,000

To estimate the budget for this opportunity, we need to consider the quantity of natural gas being transported and the unit price of the transportation. According to the document, the total annual transportation natural gas use for the City of Rapid City and Rapid City Area Schools is approximately 50,291 MMBtu in 2024 and 51,859 MMBtu in 2025. Assuming an average annual use of 51,075 MMBtu, and considering the unit price for transportation is based on the Inside FERC Gas Market Report FOM CIG, Rockies Index (CIG) price plus/minus a monetary amount/MMBtu, the total budget can be estimated. However, without knowing the exact unit price, it's difficult to provide an accurate estimate. Assuming a moderate unit price of $2.50/MMBtu, the total budget for one year would be approximately $127,687.50 (51,075 MMBtu * $2.50/MMBtu). Considering the prices may vary, a reasonable estimate for the budget could be between $100,000 and $200,000.
