Water Craft Rental Program

The City of Colorado Springs is seeking a qualified contractor to operate a non‑motorized watercraft rental program at Crystal Reservoir. The contractor will provide paddle‑boats, kayaks, and stand‑up paddle‑boards, manage staff, maintain facilities, handle sales and revenue sharing, ensure safety compliance, and deliver program administration and reporting over a five‑year contract term with optional extensions. • Provide rental equipment (paddle‑boats, kayaks, SUPs) and optional programs such as yoga or fishing gear rentals. • Staff the operation with certified adult instructors, maintain a POS system, and collect a percentage of gross sales for the city on a bimonthly schedule. • Manage daily facility upkeep, safety oversight, monthly meetings with the NSRA Ranger Supervisor, and submit annual operational reports and surveys. • Contract includes a base year (May 2026–April 2027) plus four optional years, with a possible six‑month extension, and requires compliance with insurance, background‑check, and environmental standards.
