Request for Proposals (RFP) - BARDA Vaccine Medical Countermeasures for Pandemic Influenza Preparedness & Response

BARDA is seeking qualified contractors to provide vaccine medical countermeasures (MCMs) for pandemic influenza preparedness and response. The award will be an IDIQ contract (base period 60 months with one 60‑month option) allowing the government to order vaccines, antigens, adjuvants, formulation, fill‑finish, analytical testing, and related services on a firm‑fixed‑price, firm‑fixed‑unit‑price, or cost‑reimbursable basis. Eligible contractors must hold a U.S. influenza vaccine license or have filed a Biologics License Application for an influenza vaccine. Work will be performed primarily in U.S. facilities, with requirements to provide manufacturing capacity, validation data, regulatory submissions to FDA, and compliance with PREP Act provisions. The contract includes provisions for data sharing, fair pricing, and possible donation of excess product. • Base period: 60 months (5 years) with one 60‑month option. • Minimum guaranteed award value: $50,000; total contract value expected to be in the hundreds of millions. • Scope includes bulk antigen production, vaccine seed stock, adjuvant production, formulation, fill‑finish, labeling, storage, stability, analytical testing, non‑clinical and clinical studies, and regulatory support. • Mandatory eligibility: U.S. influenza vaccine license or BLA submission. • Delivery location: U.S. facilities preferred; contract administered from Washington, DC. • Submission deadline: October 30 2026 (5 PM EST).
