City of Wheaton Wells and Storage Study

The City of Wheaton is seeking proposals from qualified engineering firms to conduct a comprehensive Emergency Well and Storage Expansion Study. The study aims to evaluate the feasibility of utilizing the City's six emergency groundwater wells as primary emergency supply sources and develop a cost-effective plan to expand storage capacity. The selected firm will provide services including project management, technical assessment of wells, storage expansion analysis, and operations and maintenance costing. • The study follows a 2026 Risk-Based Water System Analysis that identified a critical vulnerability in the City's reliance on the DuPage Water Commission. • The City's current storage capacity is insufficient, resulting in a storage deficit of 1.87 million gallons. • The selected firm will provide a final roadmap and financial study to guide the City's critical 2028 capital investment decision point. • The firm will also provide alternate options to address the risk associated with providing water during a key supplier outage. • The project timeline includes a 12-month contract term, with pricing fixed for the term of the contract. • The City reserves the right to reject any and all proposals and to make a primary and secondary award.
