The Navy is seeking a contractor to perform repair, testing, and inspection services on circuit card assemblies (CCAs) in accordance with specified technical drawings, MIL standards, and quality assurance requirements. The work includes disassembly, cleaning, component repair or replacement, reassembly, final testing, and delivery of ready‑for‑issue (RFI) units. The contractor must maintain a comprehensive quality system (ISO 9001/AS9100) and adhere to strict configuration management, material control, and documentation protocols. The contract also outlines procedures for handling beyond‑economic‑repair (BER), missing‑on‑induction (MOI), and over‑and‑above‑repair (OAR) situations, requiring coordination with DCMA and the contracting officer.
• Repair, test, and inspect circuit card assemblies to RFI condition per MIL‑STD‑130, MIL‑W‑81381 wire substitution, and other applicable standards.
• Provide a quality management system compliant with ISO 9001/AS9100, including calibration, configuration management, and records retention.
• Manage parts/materials, including new‑only procurement (FAR 52.211‑5) and required approvals for any cannibalization or non‑new material use.
• Report and coordinate any BER, MOI, or OAR determinations with DCMA and the contracting officer before proceeding.
• Deliver repaired assemblies to the Navy’s designated facility, ensuring proper markings, packaging (MIL‑STD‑2073), and storage conditions.
