Description

This solicitation seeks a qualified contractor to retrofit an existing dry stormwater detention basin on a 5.78‑acre parcel in Columbia, SC into a permanent wet retention pond with additional dry storage, and to relocate a sanitary sewer line serving the surrounding neighborhood. The work includes complete grading and excavation, construction of drainage structures, installation of a pond control structure, new chain‑link and privacy fencing, extensive revegetation, erosion‑and‑sediment control, and associated utility work. The contractor must also provide traffic control, comply with City, State and Federal regulations, and submit all required submittals and testing documentation. The bid will be awarded to the lowest responsible bidder; if the base bid exceeds the budget, the City may rebid. • Retrofit dry detention basin to wet retention pond with added storage • Relocate sanitary sewer line and provide bypass pumping • Full earthwork: excavation, grading, slope stabilization, riprap, and backfill • Install drainage structures, manholes, pipe, and pond control structure • Provide new 6‑ft chain‑link fence, privacy fence, and gate hardware • Complete clearing, grubbing, demolition of existing vegetation and fencing • Implement erosion‑ and sediment‑control measures and final revegetation (seed, sod) • Manage traffic on adjacent streets during construction • Submit all required plans, specifications, testing reports, and as‑built documentation.

Budget estimate

$1,200,000 – $2,800,000

The solicitation does not disclose a contract value. Comparable municipal storm‑water retrofit projects of similar size (≈5‑6 acres) in the Southeast typically range from $1 million to $3 million, depending on site conditions, material costs, and utility relocation complexity. Assuming a moderate design and standard material prices, a reasonable estimate for this scope would be between $1.2 M and $2.8 M. Factors influencing the final amount include: extent of existing utilities, soil conditions affecting excavation, the cost of the new pond control structure, and the price of fencing and landscaping.
