Accounting General Services

The Delaware Department of Finance, Division of Accounting, is seeking one or more certified public accounting firms to provide accounting services on an as-needed basis. The services may include full-charge bookkeeping, annual audits, training financial management staff, analyzing and strengthening internal controls, and performing other governmental accounting functions. Firms must demonstrate their ability to provide these services and must execute a Professional Services Agreement with the State. The agreement will have a term of three years, with two possible one-year extensions. • The RFP includes a description of the types of services covered, the evaluation criteria, and the proposal requirements. • The State reserves the right to cancel this RFP or modify the dates at any time. • A Firm's proposal must include all exceptions to the specifications, terms, or conditions contained in the RFP. • The State will evaluate proposals based on experience in governmental accounting, specific expertise in internal controls, pricing, and references. • The selected Firm(s) will be required to execute a Professional Services Agreement and provide proof of necessary licenses, permits, and insurance.
