Delaware Bids and Bidding Guide

Delaware state solicitations are posted on MyMarketplace, the state's procurement portal, and central contracting runs through Government Support Services (GSS), which acts as the exclusive contracting agent for materiel and non-professional services across state agencies. Two things make Delaware worth more attention than its size suggests: the bid thresholds are published and specific, and a central GSS contract can be used by school districts, higher education, municipalities, towns, fire departments and nonprofits — so one award reaches far more buyers than the state itself.

What Are Delaware's Bid Thresholds?

Delaware tiers its procurement by category and dollar value, and the tier decides whether a competitive solicitation exists at all. This is the first thing to check, because if your typical job sits under the relevant open-market line, watching the bid board is the wrong strategy — relationships with agency buyers are the right one.

  • Materiel and non-professional services — open market below $50,000; three quotes from $50,000 to $99,999; formal bid at $100,000 and above.
  • Public works — open market below $150,000; letter bids from $150,000 to $249,999; formal bid at $250,000 and above.
  • Professional services — open market below $100,000; letter bids from $100,000 to $149,999; formal RFP at $150,000 and above.

Public works also brings prevailing wage and bonding requirements that materiel contracts do not. Check which regime applies before you price, not after. These thresholds are set by Delaware's Purchasing and Contracting Advisory Council and do get amended, so confirm the current figures in the solicitation itself before relying on them.

Who Does Government Support Services Actually Buy For?

GSS is the exclusive contracting agent for materiel and non-professional services for covered agencies — which is all state agencies except schools, universities and the legislature. Those three buy for themselves, which is exactly the gap most vendors never notice. The University of Delaware, Delaware State University and every school district run their own purchasing.

The flip side is the most valuable thing on this page. School districts, higher education, municipalities, towns, fire departments and nonprofits are all eligible and authorized to buy from GSS central contracts, though none is required to. Winning a central contract therefore does not just win you the state — it makes you pre-approved for the 57 municipalities and every school district that would rather skip its own procurement. That is the highest-leverage award available in Delaware, and it is worth pursuing over a larger number of single-agency wins.

Where Are Delaware RFPs Published?

  • MyMarketplace — state agency solicitations and vendor registration. Free alert subscription by category.
  • Government Support Services — central contracts usable by state and local buyers alike. Reached through MyMarketplace.
  • Bonfire portal — required for some solicitations, notably from the Division of Facilities Management. Free, and worth registering in advance.
  • Three county governments — New Castle, Kent and Sussex. Separate vendor lists.
  • 57 incorporated municipalities — 10 cities, 44 towns and 3 villages. Registration varies by municipality.
  • School districts and universities — outside GSS entirely; they buy for themselves. Separate registration.

The Bonfire requirement catches people out. Where a solicitation specifies it, in-person submissions are not accepted, although Public Works bids still require a hard-copy bid bond by mail or in person within five business days. It does not apply to every solicitation, so read each one, and register with Bonfire in advance rather than discovering the requirement two days before a deadline.

Who Are Delaware's Local Buyers?

Delaware has only three counties — fewer than any other state — alongside 57 incorporated municipalities made up of 10 cities, 44 towns and 3 villages, plus the school districts. That is the entire local landscape, and it is small enough to enumerate. Very few states allow that.

  • New Castle County — the state's population center: infrastructure, public safety, facilities.
  • Kent County — the capital region around Dover, plus agriculture-adjacent services.
  • Sussex County — coastal growth, water and sewer infrastructure, tourism services.
  • Wilmington — the largest municipal buyer: urban infrastructure and a chemical and industrial legacy.
  • Dover — state capital services and municipal utilities.
  • Newark — University of Delaware town: municipal services and facilities.
  • Middletown and Smyrna — fast residential growth: roads, utilities, public buildings.
  • Milford, Seaford and Georgetown — southern Delaware regional services and health facilities.
  • School districts — facilities, transport and technology, and eligible to buy off GSS central contracts.

One sector note worth knowing: Delaware has a long chemical-industry history, a legacy of DuPont's long presence in Wilmington. In procurement terms that shows up as recurring environmental, laboratory, remediation and industrial services work.

How Do You Find Delaware RFPs Efficiently?

Set up alerts on both sides. Subscribe to your business categories in MyMarketplace, and set a Saved Search that emails new matches in one email digest, daily or weekly, at the hour you pick, across the local layer too. Bid Banana covers 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily, so one keyword-and-filter search reaches the state, the three counties, the 57 municipalities, the school districts and the universities together — including the schools and universities that sit outside GSS entirely.

Then do the research most bidders skip. Searching closed bids and award data tells you who has been winning in your category and roughly what they charged. On a market as small as Delaware's, the same handful of firms tend to win the same categories year after year — and knowing who they are before you price is worth more than any amount of proposal polish.

Where Should You Start With Delaware RFPs?

  1. Register in MyMarketplace and subscribe to the business categories you actually serve. Those subscriptions are the difference between day-one notice and last-week notice.
  2. Work out which threshold your typical job falls under. If it is below the open-market line, the bid board is not where your work is, and you should be building relationships with agency buyers instead.
  3. Register with Bonfire in advance if you touch construction or facilities work.
  4. Treat a GSS central contract as the goal rather than a single award, because it makes you pre-approved for the municipalities, the school districts and the nonprofits too.

Bid Banana is $49.99 a month or $479.99 a year for the whole database, and new users get a 7-day free trial. Because Delaware is small, many vendors who bid here also bid in Maryland, Pennsylvania and New Jersey — and one search covers all four.

FAQs

Where are Delaware state RFPs posted?

On MyMarketplace, Delaware's procurement portal, where solicitations are published and vendors register. Central contracting runs through Government Support Services (GSS). Registering for the free alert subscription lets you choose the business categories you want notices for, which is how you hear about a solicitation on day one.

What are Delaware's bid thresholds?

They vary by category. Materiel and non-professional services: open market under $50,000, three quotes to $99,999, formal bid at $100,000 and above. Public works: open market under $150,000, letter bids to $249,999, formal bid at $250,000 and above. Professional services: open market under $100,000, letter bids to $149,999, formal RFP at $150,000 and above.

Can local governments and school districts use Delaware state contracts?

Yes. School districts, higher education, municipalities, towns, fire departments and nonprofits are eligible and authorized to buy from GSS central contracts, though none is required to. That makes a central contract award far more valuable than a single agency win — it effectively pre-approves you across the local layer.

Does Government Support Services buy for Delaware schools and universities?

No. GSS is the exclusive contracting agent for materiel and non-professional services for covered state agencies, but schools, universities and the legislature are excluded and procure for themselves. The University of Delaware, Delaware State University and every school district run their own purchasing.

How many local government buyers are there in Delaware?

Few enough to list. Delaware has three counties — New Castle, Kent and Sussex, fewer than any other state — plus 57 incorporated municipalities made up of 10 cities, 44 towns and 3 villages, and its school districts. Wilmington, Dover and Newark are the largest municipal buyers.

Do any Delaware solicitations require a specific submission portal?

Yes. Some solicitations, notably from the Division of Facilities Management, require submission through the Bonfire portal, and for those, in-person submissions are not accepted at all. It does not apply to every solicitation — each one states the requirement explicitly. Registering with Bonfire in advance is free and avoids a deadline scramble.

Do I need to register to bid on Delaware contracts?

Register in MyMarketplace and subscribe to the business categories you serve to receive alerts. If you do construction or facilities work, register with Bonfire in advance, since some solicitations accept submissions only there.
