BPFY2704-Substitute Employment Services RFP

Ozarks Technical Community College (OTC) is seeking a contractor to provide Substitute Employment Services on an as-needed basis for faculty/teachers, classroom aides, administrative/office, early childhood education center cook, and extra-duty help. The initial contract period will be from October 15, 2026, to June 30, 2029, with an option to renew for an additional two-year extension. The contractor will be responsible for recruiting, interviewing, employing, training, and evaluating substitutes, as well as providing a web-based platform for OTC staff to log absences and request substitutes. The contractor must also provide daily, weekly, and monthly reports to OTC. Some key requirements for substitutes include: * A minimum of 36 college credit hours or 20 clock hours of training for instructors * Substitute certification from the Missouri Department of Elementary and Secondary Education (DESE) * Previous experience in classroom management or instruction * Completed work application and background checks * Proof of negative TB test
