RFP - Cemetery Master Plan (Block E)

The City of McPherson seeks a qualified engineering firm to develop the Phase E portion of its Cemetery Master Plan. The work includes a topographic survey, design of irrigation and road extensions, grading and drainage plans, erosion control, construction‑administration services, and coordination with municipal permitting agencies. The contract is divided into a design portion and a bidding/construction‑administration portion, with a total lump‑sum fee to be negotiated. • Perform a detailed topographic survey and establish property boundaries. • Design irrigation main extension, road extension, grading, drainage, and erosion‑control plans, and prepare permitting documentation (building permit, KDHE NOI). • Provide full construction‑administration services: bid package development, pre‑construction conference, site visits, contractor payment approvals, shop‑drawing reviews, progress meetings, RFIs, change‑order processing, punch‑list inspection, and as‑built drawings. • Deliver all documents by the end of 2026, with construction anticipated to finish in 2028 if funded. • Work on a lump‑sum fee basis, split between design and construction‑administration phases.
