The VA’s Institute for Learning, Education and Development (ILEAD) seeks a sole‑source vendor to provide a web‑based, skills‑based vocational assessment platform for non‑supervisory VA employees. The contractor must supply an administrator portal for code management, generate individual and group reports, enable raw data extraction (Excel/CSV), and optionally deliver up to 3,000 assessment licenses. Assessments must be 10th‑grade reading level or lower, 45‑minutes or less to complete, empirically validated, and accessible 24/7 on any device. Deliverables include user reports within 24 hours of completion and group data extracts within 48 hours. The contract is firm‑fixed‑price for a 12‑month base period with four optional 12‑month extensions, performed at the contractor’s site.
