Description

The Delaware County Department of Human Services is soliciting proposals to design, launch, and operate the county’s first Drug and Alcohol Recovery Community Center. The contractor will be responsible for establishing a centrally located, publicly‑accessible facility that delivers a broad menu of non‑clinical recovery‑support services—including peer mentorship, employment assistance, transportation vouchers, family‑support groups, 24/7 text‑line, and community events—while also providing certified training for recovery specialists and family specialists, conducting outreach to reduce stigma, and managing extensive monthly data reporting. The scope also requires multilingual outreach materials, volunteer coordination, and a comprehensive continuous‑quality‑improvement plan that meets numerous state and federal compliance requirements. • Operate a recovery‑support center offering diverse groups, transportation, 24/7 peer‑recovery line, and annual community events. • Deliver required training (two Certified Recovery Specialist trainings and one Certified Family Recovery Specialist training per year) and conduct outreach to at least ten businesses annually. • Collect and submit detailed monthly outcome data, maintain a CQI plan, and ensure compliance with HIPAA, non‑discrimination, labor, and other regulatory standards.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a budget, but similar county‑wide recovery‑center contracts typically range from $500 k to $2 M annually, depending on facility size, staffing levels, transportation vouchers, and training components. Assuming a multi‑year award (e.g., 2‑3 years), total contract value could be roughly $1 M‑$5 M. The estimate below reflects a conservative one‑year award at the lower‑mid range.
