Description

The Connecticut Department of Mental Health & Addiction Services (DMHAS) seeks proposals from up to three eligible organizations to establish Recovery Community Centers (RCCs) that provide low‑barrier, stigma‑free drop‑in services for people who use drugs, especially those at risk of opioid overdose. Each RCC must operate without requiring abstinence, deliver peer‑to‑peer recovery services (group sessions, coaching, family support), foster collaboration among treatment, health, and social service providers, support local outreach efforts, and distribute naloxone and other overdose‑prevention resources. The goal is to increase engagement with at‑risk individuals, reduce overdose incidents, and create a supportive community hub for recovery‑oriented services. • Up to three separate community‑based centers funded for the 2027 fiscal year. • Services include drop‑in space, peer‑led groups, individual coaching, family support, and naloxone distribution. • No abstinence requirement; open to all people who use drugs. • Emphasis on collaboration with existing health, treatment, and social service providers. • Funding source: State of Connecticut DMHAS grant program.

Budget estimate

$750,000 – $1,500,000

Based on typical state grant funding for community recovery hubs, each center is likely to receive between $250,000 and $500,000 annually to cover staffing, space, peer‑support programming, outreach, and naloxone supplies. Funding up to three centers would therefore range roughly from $750,000 to $1,500,000 for the 2027 award year. The exact amount will depend on the scope of services proposed, size of the community served, and cost‑of‑living adjustments.
