Centennial Park Development - Phase 2 at Enchanted Rock State Natural Area

The Texas Parks and Wildlife Department (TPWD) is seeking a Construction Manager‑at‑Risk (CMR) to deliver the Phase 2 expansion of Centennial Park at Enchanted Rock State Natural Area. The CMR will provide pre‑construction services (design coordination, value engineering, cost estimating, permitting assistance) and then manage the full construction of new park facilities, utilities, roads, overnight accommodations, and historic structure renovations within a $27 million budget. The contractor must work closely with TPWD architects/engineers, adhere to a Guaranteed Maximum Price (GMP), and support state requirements for veteran‑owned business participation. • Pre‑construction collaboration on schematic, design‑development, and construction documents (50 %, 95 %, 100 %). • Value‑engineering, constructability reviews, phasing, and GMP development. • Full construction management of headquarters building, fee booth, staff residences, maintenance yards, utilities (water, wastewater, electricity, telecom), trails, day‑use facilities, campgrounds, RV sites, solar/rain‑water systems, and historic structure reuse. • Coordination of permitting, early procurement of long‑lead items, and engagement of subcontractors. • Compliance with state procurement policies and veteran‑business participation goals.
