Administration of Public Transit

The West Virginia Department of Administration, Purchasing Division is seeking proposals for the administration of public transit programs. The primary objectives of this Request for Proposal are to ensure efficient administration of FTA Sections 5339, 5311, 5311(f), and 5310 programs, maintain full compliance with FTA regulations, provide technical assistance and oversight to sub-recipients, streamline reimbursement processes and reporting, and facilitate stakeholder engagement. The contract term will be for a period of five years, with the possibility of renewal for successive one-year periods. • The proposal should include a technical proposal and a cost proposal, clearly segregated and identified. • The vendor should have experience in transit program administration and be familiar with FTA regulations. • The vendor will be responsible for providing technical assistance and oversight to sub-recipients, as well as streamlining reimbursement processes and reporting. • The vendor will also be responsible for facilitating stakeholder engagement through meetings, training, and public outreach. • The contract will be awarded based on a best-value procurement, with evaluation factors including technical merit, cost, and experience.
