Description
The State of Delaware’s Office of Management and Budget is seeking qualified professional‑service firms to serve as design consultants for statewide minor capital projects. Firms will be awarded a multi‑year AIA B101‑2017 contract (renewable annually through FY 2029) to provide architectural, engineering, and related design, bid‑packaging, and construction‑administration services for minor‑scale public works projects. The solicitation emphasizes local presence (within one hour of Wilmington, Dover, or Georgetown) and requires a Delaware‑licensed professional for each discipline offered. Submissions are letters of interest (RFQ) submitted electronically via the Bonfire portal.
• Scope covers architectural, civil, structural, mechanical, electrical, plumbing, interior design, landscape, and related engineering services for new construction, renovations, repairs, and replacements classified as “Minor Capital.”
• Contractors must hold a current Delaware professional license for each discipline, demonstrate experience as a prime design consultant on public‑works projects, and submit GSA SF 330 (or equivalent) documentation.
• The contract period begins FY 2027 and can be renewed each year through FY 2029, providing a multi‑year opportunity for firms that win an award.
• No bid bond is required; all questions must be submitted by May 12 2026, and the final letter‑of‑interest deadline is May 28 2026.
