The County of Sacramento is seeking a qualified Third-Party Administrator (TPA) to provide comprehensive liability claims adjusting and administration services for its self-insured liability program. The selected contractor will work collaboratively with County Risk Management personnel to investigate, evaluate, negotiate, defend, settle, and resolve liability claims. The scope of work includes end-to-end administration of existing and new liability claims, including prompt investigations, reserve analysis, litigation management, settlement negotiations, payment processing, subrogation and recovery efforts, legal administration, claims reporting, records management, and financial oversight. The contractor must demonstrate extensive experience administering liability claims for California public entities, particularly those involving public entity exposures such as law enforcement, employment practices, civil rights, and medical malpractice.
⢠The contractor will maintain a secure claims management information system and provide County staff with access to claims data.
⢠The contractor will coordinate with defense counsel and subject matter experts, support regulatory and Medicare reporting requirements, and prepare annual claims reports for the Board of Supervisors.
⢠The contractor will participate in regular meetings with County staff to review claim strategies, identify trends, and recommend loss prevention initiatives.
⢠The contractor must provide rapid local response capabilities for significant incidents and ensure continuity throughout contract transitions.
