Description

The Newburyport Housing Authority is seeking a qualified contractor to replace hallway flooring at its James E. Sullivan (667‑1) development in Newburyport, MA. The scope includes demolition and removal of existing carpet, VCT, and tile, followed by installation of new floor tile (ceramic/porcelain mosaic) with associated underlayment, mortar, grout, metal edge strips, and rubber nosing. The project requires DCAMM Floor Coverings certification, compliance with Massachusetts diversity participation thresholds (MBE, WBE, VBE), and submission of a 5 % bid deposit. Bids are to be submitted electronically via biddocs.com, with a pre‑bid conference/site visit optional on 23 Sep 2026. • Remove existing hallway flooring (carpet, VCT, tile) and prepare substrate. • Install new floor tile per revised Section 09 30 00 specifications, including underlayment, thin‑set, polymer‑modified grout, edge strips, and rubber nosing. • Contractor must hold a current DCAMM Floor Coverings eligibility certificate and meet state‑mandated workforce diversity percentages (≥ 9 % MBE, ≥ 5 % WBE, ≥ 3 % VBE; workforce: ≥ 6.9 % women, ≥ 15.3 % minorities). • Bid deposit of at least 5 % of projected bid (≈ $8,845) required; all submissions electronic by 07 Oct 2026.

Budget estimate

$15,000 – $35,000

The advertised estimated construction cost is $176,889. Assuming a typical contractor net profit margin of 10‑20 % for a mid‑size flooring contract, the expected earnings would fall roughly between $17,700 and $35,400. Additional revenue could be generated from potential change orders or extra work not covered in the base scope, while costs such as bonding, insurance, and labor compliance will affect the final profit.
