Disaster Recovery and FEMA Public Assistance Consulting Services

The City of Carmel, Indiana is seeking a qualified consultant (individual or firm) to provide comprehensive FEMA Public Assistance (PA) disaster‑recovery consulting services. The consultant will assist the city from initial assessment through final audit and close‑out, preparing and submitting PA project worksheets, tracking eligibility, managing Category Z management‑cost reimbursements, coordinating with FEMA, IDHA, IOCRA, HUD, and other funding sources, and delivering procurement, compliance, and construction‑management advisory support. The contract is expected to run for an initial one‑year term with optional one‑year extensions, and the City will evaluate proposals based on experience, technical approach, key personnel, cost, and past performance. • Scope includes FEMA PA grant management, project worksheet formulation, eligibility determinations, appeals, and audit support. • Required minimum 5 years FEMA PA consulting experience for municipal clients and SAM registration. • Must provide a project manager and qualified staff, hourly rate schedule, and references from comparable projects. • Submission deadline: 10:00 am, September 28 2026 via the City’s OpenGov e‑procurement portal. • Questions due by 12:00 pm, September 16 2026; no pre‑bid meeting is mandatory. • Contract term: 1 year, renewable for an additional year at the City’s discretion.
