Description
The State of Delaware’s Department of Services for Children, Youth & Their Families (DSCYF) is seeking a qualified vendor to deliver comprehensive out‑of‑school‑time (OST) programming for youth across the state. The contract will fund trauma‑informed, evidence‑based activities—including after‑school, summer, Saturday, drop‑in, and extended‑hour options—aimed at reducing violence, substance misuse, and suicide risk among middle‑ and high‑school students. Services are cost‑reimbursable, with a total pool of $1.725 million, and contracts will be written one‑year at a time with the possibility of renewal for up to five years pending performance and funding.
• Provide safe, trauma‑informed OST programs that incorporate mandatory “Start with Hello,” “Mindwise SOS,” and trauma‑informed community engagement standards.
• Deliver at least two inclusion events and two suicide‑prevention sessions per contract year at each location, plus annual youth workshops on mental‑health, substance‑use, bullying, social‑media safety, and human‑trafficking prevention.
• Collect and report demographic and outcome data, maintain rigorous record‑keeping, and comply with extensive state‑level insurance, licensing, background‑check, and non‑discrimination requirements.
