Description
Dakota County’s Children and Family Services (CFS) is seeking a qualified consulting firm to design, pilot, and implement a comprehensive, strengths‑based child‑welfare practice model and a parallel “workplace belonging” strategy. The work will cover planning, training, coaching, and change‑management support for roughly 150 staff across multiple CFS units, with a focus on safety‑decision‑making, cultural responsiveness, and compliance with the Minnesota African American Family Preservation and Child Welfare Disproportionality Act. The contractor must deliver a detailed two‑year workplan, training curricula, resource materials, and ongoing technical assistance, while meeting strict insurance, data‑privacy, and reporting requirements.
• Develop and embed a consistent, culturally responsive practice model aligned with MN Child Welfare Practice Framework and the Collaborative Safety Model.
• Design and deliver in‑person training, coaching, and technical assistance for ~70 child‑protection supervisors in Year 1 and expand to all CFS staff in Year 2.
• Create a workplace‑belonging program to improve staff inclusion, reduce secondary traumatic stress, and support retention.
• Provide a full suite of deliverables (workplan, budget, consultant bios, prototypes, evaluation tools) and maintain compliance with HIPAA, MN Government Data Practices Act, and high‑limit insurance coverage.
