MTSS Strategic Implementation and Sustainability

The State of Wyoming, Department of Education, is seeking a vendor to provide high-impact technical expertise, leadership, and team coaching to bridge the gap between current district Multi-Tiered Systems of Support (MTSS) knowledge and sustainable, high-performance MTSS practice. The selected vendor will apply the principles of implementation and improvement science to provide a customized roadmap that meets the specific needs of participating districts. Key areas of focus include establishing baseline capabilities, standardizing Tier 1 excellence, optimizing resources and data, building leadership capacity, and ensuring long-term independence. The project will operate from August 2026 to September 2028, utilizing a hybrid model of intensive on-site forensic audits and virtual technical assistance at participating district locations. Some key requirements and deliverables of this project include: * Providing hands-on executive coaching to establish operational infrastructures * Standardizing evidence-based, explicit instruction in literacy, math, and behavior * Establishing unified data protocols, including early warning systems and collaborative decision-making trees * Delivering a Post-Contract Sustainability Blueprint for each district, outlining specific roles, system health check calendars, and onboarding strategies to ensure long-term independence * Maintaining consistent communication with the Agency and participating districts throughout the project * Providing a comprehensive work plan, including all required work activities, milestones, deliverable dates, personnel hours of effort, and responsibilities.
