Description

The Washington County Health and Human Services – Behavioral Health Addictions Program is seeking qualified providers to deliver embedded school Substance Use Disorder (SUD) prevention services to youth across the county for a five‑year period (July 1 2027 – June 30 2032). Providers will implement an evidence‑based program that includes outreach, assessment, education, skill development, family engagement, and referral coordination for students identified with problematic substance use. The contract will be awarded after a Letter of Interest process; if the number of interested parties is limited, the county may negotiate directly without a full RFP. Annual funding levels are not guaranteed and will be based on service utilization, capacity, and negotiated budgets. Providers must hold extensive insurance coverage, meet Oregon Administrative Rules certifications, and comply with 42 CFR Part 2 confidentiality requirements. Minimum service delivery expectation is at least 1,500 youth per fiscal year, with quarterly reporting and invoicing obligations. • Service period: July 1 2027 – June 30 2032 (5 years) • Target population: K‑12 students in Washington County who use/misuse substances, plus their families • Minimum annual reach: 1,500 youth • Required evidence‑based program and quality‑improvement processes • Mandatory insurance limits (e.g., $500K GL, $1M/$2M auto, $1M professional liability, $3M sexual abuse liability) • Compliance with Oregon Administrative Rules and 42 CFR Part 2 • Quarterly reporting, invoicing, and participation in contract check‑in meetings • Annual options to renew; funding not guaranteed year‑to‑year • Selection date: September 11 2026; response deadline: September 4 2026, 4 pm

Budget estimate

$3,000,000 – $6,000,000

No specific contract value is disclosed. Based on the requirement to serve at least 1,500 youth per year for five years, and assuming an average service cost of $400‑$800 per youth annually (typical for school‑based prevention programs), total contract value could range from roughly $3 million to $6 million over the full term. Factors influencing the final amount include the county’s annual budget allocations, the provider’s negotiated rates, the actual number of youth served each year, and any additional funding for family services or ancillary activities.
