The National Heart, Lung, and Blood Institute (NHLBI) seeks a Study Coordinating Center to expand the ongoing RURAL Heart and Lung Study into the Southern Plains, recruiting up to 2,000 rural participants across several states. The contractor will manage core study operations, community engagement, data and biospecimen repositories, and oversee a mobile examination unit (MEU) that will conduct clinical examinations, CT imaging, biospecimen collection, and mHealth data capture. The effort includes extensive reporting, compliance with human‑subjects protections, Section 508 accessibility, and NIST‑based information‑security requirements, and runs for 51 months from June 2027 to August 2031.
• Core operations: community advisory boards, steering committee facilitation, data management, event adjudication, and manuscript support.
• Clinical exam: procurement and operation of MEU, recruitment, baseline examinations (CT, ECG, spirometry, biospecimens), bilingual staff, QA/QC, and result return.
• Closeout: transfer of data, biospecimens, and documentation; final reporting.
• Mandatory compliance: IRB, Certificate of Confidentiality, NIH data‑sharing policy, Section 508, NIST 800‑53/800‑137 security, and small‑business subcontracting plan.
