Description
The North Dakota Department of Environmental Quality is soliciting a qualified environmental consulting/construction firm to remove two underground storage tanks and associated piping, conduct a Phase II environmental site assessment, and complete a Tier 1 risk‑based analysis at the former Sperling Service site in Lehr, ND. The contractor must develop and obtain approval for a Sampling & Analysis Plan and a detailed workplan, execute tank removal, perform groundwater flow surveys, collect soil and groundwater samples for laboratory analysis, produce a Phase II ESA report, and deliver the required risk analysis documentation, all in accordance with the state’s Brownfields Quality Assurance Project Plan. The contract is a firm‑fixed‑price, short‑duration award with a start date of 24 Aug 2026 and an end date of 31 Oct 2026.
• Remove and dispose of two underground storage tanks/piping systems.
• Perform groundwater flow direction/rate survey and install four temporary monitoring wells.
• Collect ≥ 4 soil and ≥ 4 groundwater samples, plus confirmation samples, and submit them to NDDEQ‑certified labs.
• Deliver a Phase II ESA report and a Tier 1 NDRBCA risk analysis using the provided forms and spreadsheets.
