This Sources‑Sought seeks qualified small businesses (8(a), HUBZone, woman‑owned, service‑disabled veteran‑owned) capable of providing comprehensive hazardous‑waste management services for U.S. Department of Defense installations in the German state of Rheinland‑Pfalz. The effort includes collection, segregation, transportation, treatment, recycling, and final disposal of a broad array of regulated waste streams, as well as ancillary services such as sampling, analysis, industrial cleaning, and equipment rentals. The eventual contract will be a firm‑fixed‑price IDIQ with a 30‑month base period and a 30‑month option, subject to strict subcontracting‑percentage limits and use of DLA‑qualified treatment facilities.
• Removal, transport, and disposal of RCRA hazardous waste, batteries, corrosive waste, compressed‑gas cylinders, PFAS‑related waste, and other regulated streams across Rheinland‑Pfalz installations.
• Ancillary services: waste sampling/analysis, industrial cleaning, roll‑off box and tank rentals, over‑packing/loose‑packing, lab‑packing, and expedited removal options.
• Mandatory compliance with U.S., German, EU, ADR/IMDG regulations; use only DLA‑qualified treatment, storage, and disposal facilities (QFL) and qualified transporters (QTL).
• Subcontracting limitation: no more than 50 % of contract value may be paid to non‑similarly‑situated subcontractors; potential $500 k fine for non‑compliance.
