Vision Coverage for Employees and Retirees

The County of Frederick, Maryland is seeking a vision insurance carrier to provide competitive coverage supported by high-quality administrative and member services for its employees and retirees. The selected carrier will be expected to deliver fully insured voluntary vision plans. The contract period will be for one year, commencing on or about January 1, 2027, with a renewal option for four additional years. The County intends to award to the responsive and responsible contractor whose proposal represents the best value to the County. • The contractor must have at least 10 years of experience in providing group vision coverage for government employees and retirees. • The contractor must provide a technical proposal, including information on network adequacy, provider disruption, claims administration, customer service, wellness, and requested plan design. • The contractor must also provide a price proposal, which will be evaluated based on the total cost of the proposed plan. • The County reserves the right to inspect the contractor's equipment and perform investigations to ensure competent personnel and management will be utilized in the performance of the contract. • The contractor must comply with all federal, state, and local laws, ordinances, and legally enforceable rules and regulations applicable to its activities and obligations under the contract.
