Request for Proposals (RFP): Economic Opportunities Analysis

The City of Grants Pass is seeking a qualified consulting firm to produce an Employment Buildable Lands Inventory (BLI) and a comprehensive Economic Opportunities Analysis (EOA) that will underpin the update of the Economic Element of its Comprehensive Plan. The consultant must lead inclusive community engagement, develop a 20‑year employment land supply‑and‑demand forecast, and deliver a final EOA report with policy recommendations, map updates, and draft findings for council approval. The work is expected to be completed within 18 months of contract award and must include all deliverables in both hard‑copy and digital formats. • Conduct community outreach and visioning workshops. • Compile and analyze employment land inventory data, produce maps and summary memo. • Perform regional, state, and local employment growth and demand forecasting for the next 20 years. • Draft the Economic Opportunities Analysis report, including policy and action recommendations, and update Comprehensive Plan text. • Provide a detailed project schedule, cost estimate, and final deliverables in digital format. • Meet insurance, licensing, and ownership requirements as stipulated by the City.
