Description

The City of Garland is seeking a qualified vendor to design, supply, and install fiber‑optic infrastructure for the Oates Substation control enclosure. The work includes installing OPGW on transmission lines, mounting fiber storage racks, providing splicing kits, terminating fiber to SEL devices, security network fiber, and building‑level fiber jumpers and patch panels. All materials must meet specified part numbers and installation practices, and the vendor must submit a sealed competitive proposal evaluated on price and technical criteria. • Install OPGW (48/96‑single‑mode) on transmission lines and within the substation yard. • Provide and mount fiber storage racks, inner ducts, and breakout kits per detailed specifications. • Perform splicing using specified splice cases (AFL SB01‑144, OGST01‑96) and provide required wraps. • Install SEL fiber connections to breakers and other devices with designated SEL cable and connectors. • Upgrade and install security backbone fiber (single‑mode) with specified Corning parts. • Route fiber jumpers inside the control building, include slack, and terminate using specified connectors and cabinets. • Supply all required fiber patch cables, copper communication cables, and rack management hardware. • Comply with the City’s “Best Value” evaluation, submit a sealed proposal by the deadline, and respond to the Q&A portal by 9/10/2026.

Budget estimate

$500,000 – $2,000,000

The scope involves extensive fiber‑optic cable (OPGW), custom racks, splice cases, SEL devices, security fiber, and labor for a full substation retrofit. Similar utility fiber‑optic projects typically range from several hundred thousand to a few million dollars depending on length of cable, material specifications, and labor rates. Assuming ~2,000 ft of OPGW, multiple rack systems, and specialized splicing, a reasonable estimate is $500,000 – $2,000,000. Factors influencing the final amount include exact cable lengths, any unforeseen site conditions, and the vendor’s pricing for proprietary parts.
