The City of Daytona Beach is seeking a qualified consulting firm to design, permit, and manage construction of a new replacement fishing pier and associated restaurant sub‑structure improvements. The effort includes feasibility review, environmental permitting (USACE, FDEP, wildlife agencies), grant preparation (FEMA), detailed structural and civil design, lighting, utility coordination, constructability reviews, and full construction‑phase support through to close‑out. The consultant must obtain all required federal, state, and local permits, prepare NEPA and biological assessments, and provide grant application services while preserving the historic character of the pier and maintaining restaurant operations during construction.
• Conduct pre‑application meetings with regulatory agencies and prepare all permitting documentation (USACE Standard Permit, FDEP Joint Coastal Permit, etc.).
• Develop environmental narratives, biological assessments, and NEPA documentation.
• Prepare FEMA grant application and identify additional funding sources.
• Produce complete structural, civil, mechanical, electrical, and lighting design packages (60 % and 90 % design phases, 100 % construction documents).
• Perform sub‑structure evaluation of the existing restaurant and design strengthening or replacement options.
• Provide constructability reviews, cost estimates, bid schedules, and construction‑phase services (site inspections, RFI responses, shop‑drawing reviews).
• Deliver final signed and sealed plans, specifications, and as‑built documentation.
