Description

The State of Delaware’s DNREC Division of Parks & Recreation is seeking a vendor to design, deliver, install, operate, maintain, and report on unattended self‑service watersport rental kiosks (kayaks, paddleboards, paddles, life‑vests, payment processing, software, etc.) at multiple state parks. The vendor must provide all utilities (electric, solar, internet, telephone) at its own expense, handle on‑site maintenance, safety checks, staff training, and 24/7 emergency support. Compensation is based on a negotiated percentage of gross kiosk receipts (or an approved flat‑fee alternative), with monthly reporting and CPA‑reviewed annual financial statements. The contract runs for two years beginning 1 April 2026, with a possible one‑time two‑year extension. • Scope includes hardware (kiosk units, storage racks, safety gear) and software (payment, reservation, reporting). • Vendor must supply utilities, maintain PCI‑compliant payment processing, and provide insurance meeting specified limits. • Mandatory deliverables: monthly usage/revenue reports, quarterly subcontractor reports, annual CPA‑reviewed financials, and compliance with background‑check and safety requirements.

Budget estimate

$60,000 – $300,000

Historical data from the existing Fenwick Island kiosk shows annual gross receipts ranging from $120 k to $250 k. Assuming the State will award a similar‑sized operation at one or two parks, total contract‑year revenue could be $200 k–$500 k. The solicitation uses a percentage‑of‑gross fee; typical industry rates for equipment‑rental operations are 15 %–30 % of receipts. Applying that range yields an estimated vendor earnings of roughly $30 k–$150 k per year, or $60 k–$300 k over the two‑year base term. Factors influencing the final budget include the number of kiosk locations, seasonal traffic variation, the negotiated percentage, and any approved flat‑fee alternative.
