The U.S. Department of Housing and Urban Development (HUD) and the Palm Beach County Board of County Commissioners (BCC) are seeking proposals for the 2026 Continuum of Care (CoC) Program Competition. The CoC Program is designed to support efforts by non-profit organizations and state and local governments to rehouse homeless individuals and families quickly. The program includes those fleeing domestic violence, dating violence, sexual assault, and stalking, in addition to youth and young adults, while minimizing the trauma and upheaval caused by homelessness. The program also supports access to and effective utilization of mainstream programs by those experiencing homelessness. The available funding is estimated to be around $16,045,654, with $11,499,112 being the total Annual Renewal Demand (ARD) and $4,024,689 being the total possible bonus funds. The project types eligible for renewal include Permanent Supportive Housing (PSH), Rapid Rehousing (RRH), and Transitional Housing to RRH (TH-RRH) projects. Preference will be given to renewing PSH programs.

• Ensuring that the project is financially feasible and that the activities proposed are allowable under the NOFO and HUD regulations
• Providing access to assistance for participants to obtain employment and benefits
• Developing a strategy with each participant to move them toward self-sufficiency
