The City of Chula Vista is seeking a vendor to rebuild and expand its Unmanned Aerial Systems / Drone‑as‑First‑Responder (UAS/DFR) program with a telepresence‑driven architecture. The effort includes provision of hardware (drones, autonomous docking stations, 3‑D radar and counter‑UAS systems), a unified software platform for real‑time situational awareness, integration with existing public‑safety systems (CAD, ALPR, Evidence.com, Axon Fusus), installation, training, 24/7 support, and ongoing maintenance for a multi‑year contract. The solution must be NDAA‑compliant, support BVLOS operations, and ensure all data remains City property.
• Provide a full fleet of DFR‑compatible UAVs, backup aircraft, and tactical/patrol drones with 24/7 autonomous docking.
• Deliver air‑space awareness hardware (360° radar stations) and FBI‑approved counter‑UAS detection/mitigation equipment.
• Supply a telepresence software suite that integrates video, AR overlays, and links to CAD, ALPR, Live911, and Evidence.com, with secure streaming and analytics.
• Perform installation, system integration, pilot/teleoperator training, and provide a 5‑year managed‑services support package (hardware refresh, software updates, 24/7 help desk, cellular data plans).
