The City of Chesapeake is seeking qualified partners to leverage its Chesapeake Connects (CCX) broadband infrastructure as a regional, carrier-grade communications platform. The City aims to position Chesapeake as a strategic interconnection hub within the Hampton Roads region, enabling scalable, redundant, and diverse connectivity for carriers, cloud providers, enterprises, and residents. The CCX network is designed as a carrier-grade, multi-layer communications platform enabling transport, interconnection, and last-mile service delivery across the City of Chesapeake and the broader Hampton Roads region. Key features of the network include a ~175-mile high-count fiber backbone ring, dark fiber leasing, wholesale transport, dedicated enterprise circuits, and diverse routing. The City seeks partners capable of utilizing CCX infrastructure for transport, backhaul, and regional aggregation, leasing dark fiber and/or conduit, establishing carrier-neutral Points of Presence (PoPs) and interconnection facilities, and delivering retail FTTP/FTTH services.
• The CCX network is designed to support the development of carrier-neutral interconnection facilities.
• The network enables carrier-to-carrier interconnection, peering, and traffic exchange.
• The City seeks partners with proven ability to deploy, monetize, and operate fiber networks at scale.
• The RFI aims to validate market interest from carrier-grade operators and infrastructure investors.
• The City intends to inform its commercial, technical, and partnership strategy for CCX through this RFI.
