Description

The Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA) is conducting market research via an RFI to identify industry partners capable of providing strategic procurement, advisory, and license‑management services for federal cyber‑tool acquisitions. The effort supports CISA’s Capacity Building subdivision and the Continuous Diagnostics and Mitigation (CDM) program, aiming to centralize and streamline the purchase of cybersecurity software and tools across the Federal Civilian Executive Branch (approximately $600 M in annual spend, $6 B over the contract life). The contractor would deliver: • Contract and project management for multi‑agency cyber‑tool purchases. • Strategic buying advisory support to achieve optimal pricing, flexible terms, and cost‑saving mechanisms. • Acquisition and procurement execution, including one‑off and recurring purchases. • Enterprise license procurement management, tracking, and reporting across agencies. • Surge capacity to handle high‑volume or urgent procurement events. The solicitation is informational only; responses are voluntary, un‑compensated, and will be used solely for market research. Submissions are due electronically by 5 p.m. ET on 1 Sept 2026. The anticipated contract will have a one‑year base period with up to nine one‑year options (total up to ten years).

Budget estimate

$100,000,000 – $300,000,000

The government estimates a minimum of $600 M in annual cyber‑tool spend, projected to exceed $6 B over the ten‑year contract life. The contractor’s fee structure is not disclosed, but comparable federal procurement‑support contracts typically capture 2‑5 % of total spend as advisory, management, and licensing‑service fees. Applying a 2‑5 % range to the $6 B lifecycle yields an estimated contractor revenue between $120 M and $300 M. Considering potential performance‑based incentives and the possibility of a higher fee share for delivering significant cost‑savings, a realistic low‑to‑high estimate is roughly $100 M to $300 M.
