COMPREHENSIVE ITS, ELECTRICAL AND TRAFFIC ENGINEERING SERVICES

The Maryland Transportation Authority (MDTA) is seeking a qualified engineering firm to provide on‑call, statewide professional services covering Intelligent Transportation Systems (ITS), electrical, and traffic engineering. The work will support design, construction‑phase assistance, system integration, and operations for a broad portfolio of MDTA assets, including tolling infrastructure, fiber‑optic communications, dynamic message signs, CCTV, lighting, power distribution, EV charging, and connected‑vehicle technologies. Up to five separate contracts may be awarded, each lasting up to five years, with a total ceiling of $25 million for all awards. The contract will be administered through task orders that define specific scopes, schedules, and pricing. Firms must be licensed in Maryland, have at least ten years of relevant highway‑transportation engineering experience, and be capable of rapid response to multiple concurrent assignments. • Scope includes preliminary design, final design, construction‑phase support, submittal reviews, feasibility studies, cost/benefit analyses, and asset‑management services. • Required expertise: ITS integration, traffic control devices, electrical power systems, EV‑charging infrastructure, fiber‑optic communications, SCADA, and related software/hardware. • Deliverables: CADD/3‑D models, detailed drawings, specifications, standards, technical reports, and construction documents. • Mandatory pre‑proposal virtual meeting on Aug 28 2026; technical proposals due Oct 12 2026 (hard‑copy and electronic PDF). • Minimum firm qualifications: Maryland engineering license, ≥10 years highway‑transportation engineering experience, ability to staff on‑call work statewide. • Contract value: up to $5 million per award (aggregate ≤$25 million); duration up to 5 years per contract.
