Sources Sought Notice for the Manufacturing Pricing Agreement (MPA) Program

The Defense Logistics Agency (DLA) Troop Support is conducting market research to identify manufacturers interested in participating in the Manufacturing Pricing Agreement (MPA) Program. The program seeks to establish direct pricing agreements with manufacturers for products supplied to global customers through Subsistence Prime Vendor partners. Participation in the program requires monthly submissions of pricing data in specified electronic formats. • The MPA program supports two pricing models: Established Catalog and Competitive. • Manufacturers must comply with the MPA policy, which requires prices offered to DLA to be equal to or less than prices offered for like or similar customers. • The program also utilizes National Allowance Pricing Agreements (NAPAs) to provide discounts or allowances on products purchased through Prime Vendors. • Manufacturers must apply for a Manufacturer Code through the NAPA Program to participate in the MPA Program. • The MPA program requires monthly submissions of pricing spreadsheets via email.
