Affiliate Counselor Network Administration and Payment Services

The State of Vermont’s Division of Vocational Rehabilitation (HireAbility Vermont) seeks one or more vendors to serve as the administrator and payment processor for its affiliate counselor network statewide. The contractor will manage independent‑contractor agreements, process payments and tax reporting, maintain a secure web‑based contract administration system, recruit and screen counselors, and provide regular reporting to the State. The contract term is five years beginning April 1 2027, with an estimated total value of $1 million. • State‑wide scope – service to 60‑90 affiliate counselors (current census) • Required capabilities: secure internet‑based contract & payment portal, help‑desk support, credential verification, monthly utilization reporting, and invoicing • Contractor must carry general liability and workers’ compensation, and maintain $2 M/$2 M cyber and professional liability coverage • Preference for vendors with existing experience in human‑services or behavioral‑health contractor payroll and with staff physically located in Vermont • No pre‑bid conference; questions due 9/30/2026 2 PM EST; proposal due 10/22/2026 4:30 PM EST • Contract period: 5 years, start 1 April 2027
