COLLEGE SAVINGS CONSULTING SERVICES CONTRACT

Washington Student Achievement Council is seeking a qualified consulting firm to evaluate whether the State’s GET (529) Prepaid Tuition Plan can be considered Shariah‑compliant for Muslim families. The contractor will review statutes, program design, actuarial reports, investment policies, and governance structures; assess compliance with Islamic finance principles; consult with WSAC, WA529, WSIB staff, and qualified Islamic scholars; and deliver a comprehensive written report with findings, recommendations, and an executive presentation. The effort is a fixed‑price, six‑month contract with possible one‑year extensions, and requires expertise in Islamic finance, 529 college‑savings programs, and public‑sector consulting. • Conduct in‑depth review of GET 529 plan documentation, including the 2025 actuarial valuation and 2026‑27 enrollment booklet. • Apply recognized Shariah standards (e.g., AAOIFI, IFSB) to determine interest (riba), uncertainty (gharar), and prohibited‑industry exposure. • Produce a final report, executive summary, and PowerPoint presentation for WSAC/WA529 decision‑makers. • Provide monthly status updates, maintain all work products as WSAC property, and comply with Washington state procurement, insurance, and reporting requirements.
