RFQ - On Call Environmental Services

The Cowlitz County Department of Public Works is issuing a Request for Qualifications (RFQ) to establish an on‑call pool of environmental consulting firms that can provide a full suite of environmental services—including permitting, critical‑area surveys, wetland and stream identification, biological assessments, mitigation planning, and related studies—on an as‑needed basis for County projects over a two‑year contract term (with a possible one‑year extension). Up to three firms may be selected; each will receive task orders for individual projects, develop scopes and budgets, and deliver work in accordance with local, state, and federal regulations. The selection process includes a written SOQ, evaluation based on experience, personnel qualifications, and references, and may include interviews. The contract is expected to start January 2027. • Services: environmental permitting (SEPA, NEPA, shoreline, floodplain, etc.), wetland/stream delineation, biological assessments, mitigation design & monitoring, grant assistance, and related studies. • Delivery: task‑order basis; each order includes scope, budget, and delivery schedule. • Contract term: 2 years (possible 1‑year extension), start Jan 2027. • Selection: up to three firms, evaluated on experience (40 %), personnel (30 %), past performance (20 %), and appendices (10 %). • Submission: SOQ ≤12 pages, due 9/30/2026 4 PM, four hard‑copy copies to Susan Eugenis, PE County Engineer. • Key dates: Publication 9/2/2026, Questions due 9/22/2026, Interviews week of 10/26/2026, award Nov 2026.
