Description

The Early Learning Coalition of Southwest Florida seeks qualified contractors to deliver licensed, trauma‑informed services to children birth‑to‑5, families, and early‑learning professionals in the aftermath of Hurricane Ian. Up to three award periods (original plus two renewals) may be issued for mental health, speech‑language pathology, psychological, behavior analysis, and occupational therapy services, delivered on‑site, virtually, or hybrid. Contractors must hold appropriate Florida licenses, complete Level 2 background screenings, protect HIPAA/FERPA confidentiality, and submit monthly/quarterly service logs, reports, and invoices for grant compliance. • Provide individual, family, and group counseling, assessments, screenings, and consultative support across five service categories. • Work within Collier, Lee (and possibly Glades, Hendry) counties, coordinating with Coalition staff and existing early‑intervention systems. • Meet strict submission deadlines (NOI by March 10, 2026; full proposal by March 20, 2026) and furnish required certifications (non‑collusive affidavit, debarment, E‑Verify, etc.).

Budget estimate

$100,000 – $500,000

The solicitation references a federal disaster‑grant exceeding $750,000, with each award expected to be at least $25,000 (due to debarment certification requirements). Assuming a modest share of the total grant—perhaps 10‑60 %—the contract value could range from roughly $100,000 to $500,000 over the 3‑year period. Factors influencing the budget include the number of service categories awarded, the volume of referrals, and the rates the vendor proposes for each therapeutic discipline.
